The Garland and Kingsley TIA offers a unique adaptive re-use of the Hypermart, perhaps as an indoor recreation facility (soccer, football, softball, affordable velodrome), an employment/educational (e.g. training center) facility, or a medical center. The size and flexibility of this space should allow the City ot pursue a wide range of potential land uses. Additionally, the vacant auto dealership represents and assemblage opportunity in association with the Hypermart. Affordable, neighborhood-compatible residential development, with more density possible along IH 635, thus attracting workforce renters, would be an added amenity for new and existing employers.
